As of the December 2019 update, the hierarchy and officer function have been removed from the game. It has been replaced with one single officer to always be there, called the XO, Executive Officer, who will overtime increase meeple's migrating to your station, as well as bad events.
All of the below is INACCURATE due to it being part of versions prior to 0.6.03.

Officers
Provide certain bonuses to your station depending on their position. If they get unhappy, they will create random orders, such as ordering deconstruction or construction of things. Officers require their own private room. You unlock more types of officers as you increase your Rank.
Officers can be assigned by clicking the "P" key.
Lower ranking officers require a higher ranking one to be assigned before they may be.
